The board works on social services, housing and childcare services for an area almost the size of Italy. ICA Associates Inc. facilitated a 4 year plan to stabilize provincially mandated changes with concrete goals and deliverables. Everything was implemented so ICA was invited back every four years. At first: Organizational mergers and work transformations required the board of directors, all politicians from various communities, to structure the organization and its programs to handle these new provincial mandates with some assurance of success. Our solution: Use the Technology of Participation ToP™ planning process to engage board, senior management and staff separately and together to allow each group’s special creativity to create and inform a full four year plan. The result: Housing services were co-located to cover the huge geography. Procedural manuals covered the new services and communication was formalized through stakeholder sessions and a new website. A performance management system was launched to cover all the new roles.
