A team of managers from the Ontario Treasury Board developed a curriculum on Financial Management for Non-Financial Managers. This curriculum was designed to help shift the mindset from transactional management to strategic advisor. The curriculum designed over a six month period included presentations, face-to-face interaction, online and best practice modules. At First: When government money is transferred from ministries to outside agencies, accountability for its use is generally transferred with it. The Treasury Board wanted excellent financial management at all levels to increase stewardship of transferred resources, and eventually to reduce the tax burden on the public. Our Solution: Use the very best practices of financial managers to develop a strategic advisor model. Simplify those practices to their core insight and allow them to inspire all managers. The result: A specialized curriculum relevant to all governments was created using compelling evidence, relevant case studies and practices supported by a web portal. One practical result included dozens of financial tools and when to use them.
