John is very familiar with the public sector and has valuable experience in working with all three levels of government in Canada, in both training and consulting capacities. Examples include:

  • Framing discussions between a panel of experts and high powered stakeholder groups rewriting the Endangered Species Act of Ontario.
  • Helping Environment Canada’s “outreach” workers to think and work in cross-functional teams.
  • Facilitating an international development strategy for agriculture with Agriculture and Agri-Food Canada.
  • Helping Environment Canada to renew the EcoAction program
  • Training Public Works and Government Services Canada staff in facilitation skills..
  • Leading a 250-person town hall meeting about banning pesticides for the Town of Caledon.
  • Facilitating a planning retreat for municipal elected officials.
  • Helping the City of Hamilton design a consultation process for their budget.

Facilitated Events

  • Facilitated the development of new statements of Mission, Purpose, Vision, and Strategic Direction for the Adolescent Crisis Unit - Whitby Mental Health Centre.
  • Helped The United Way of Ajax - Pickering review their accomplishments,, draw lessons from the experience and create a “practical vision” of what the new board wanted to accomplish. Two years later they were in an entirely new position and able to focus on high-impact strategies during a second engagement.
  • Facilitated a multi-part strategic planning process for Credit Counseling Services of Durham Region including an online survey of stakeholders, participatory environmental scans, a planning retreat, and two quarterly reviews.
  • Facilitated focus groups to establish health issues needing research in Walkerton Ontario.
  • Working with HRDC New Brunswick's senior management to create cross-functional strategic plans

Facilitation Training

  • Preparing the Yukon Territorial Government staff to facilitate the participatory development of health policy.
  • Taught “Tools for Community Involvement” for the curriculum development staff of The Nunavut Department of Education.
  • Training to assist MDS Labs in improving meetings and collaboration among staff from various departments, clinical and administrative.
  • Training to improve the group facilitation skills of people in water management professions; who are helping British Columbians manage their water resources with public involvement.
  • Adapted a two-day course introducing group facilitation methods to computer technical consultants to use in their internal teamwork and Joint Application Design processes with clients and end-users.

John Miller

John is a Senior Facilitator and Trainer and has been associated with ICA since 1992. John has a considerable range of experience: from grass-roots community development to consulting in the private sector; from information technology clients to religious organizations. His educational background gives him the ability to understand the changing landscape of decision-making from command-and-control to leading-edge teamwork.

John has two degrees in Political Science, focusing on provincial-municipal relations, urban planning and public administration. He is one of the first graduates of the Advanced Facilitator Program offered by ICA Associates Inc. John is certified as a professional facilitator (CPF) by the International Association of Facilitators and as a Certified Top Facilitator by ICA Associates.
