Bill has worked with health and government organizations across Canada.
Examples include:
- Facilitated stakeholder input into the Ontario Ministry of Health and Long Term Care Agency Implementation Task force.
- Designed and facilitated a major public consultation developing a policy framework for the City of Toronto's Drug Strategy
- Trained HRDC managers in strategic planning techniques to increase participation and productivity of staff.
- Facilitated a consultation and a workshop series for Health Canada including users and providers of human genetic material
- Helped research scientists develop a framework for understanding and treating anemia throughout the human life cycl.
- Facilitated doctors and medical researchers in identifying issues and recommendations related to alternative therapies.
- Taught a course on Continuous Improvement and Learning for all senior management of the Regional Municipality of Durham.
- Designed a 10 day course for Micronutrient Initiative in giving technical advise related to food fortification programs.
- Trained senior staff of a children's rehabilitation centre to conduct a highly participatory organizational planning process.

Facilitated Events
- Designed and facilitated strategic planning workshops with board and staff members to enhance the agency's long range strategic plan.
- Designed and facilitated a major public consultation and summit conference on issues related toTobbacco use in Northeastern Ontario, funded by Health Canada.
- Designed and facilitated strategic planning sessions for information systems with individual branches as well as cluster wide planning for a cluster of Ontario government departments.
- Designed and facilitated complete public consultation involving surveys and 21 focus groups across Ontario on immigration issues leading to report and public recommendation on priorities for the use of an $135 million special one time funding to Ontario Settlement Directorate.
- Designed and facilitated a public strategy conference involving cancer advocacy groups, patients and pharmaceuticals which developed the vision and focus for the organization.
Facilitation Training
- Designed and taught a communication skills course to the special audit wing of Human Resources Development Canada.
- Created 2 and 3 day facilitation and communication skills course for HRDC Toronto Metro front line staff. In response to positive changes, an additional course was developed for Senior Management.
- Designed and taught course for HRDC managers on strategic planning techniques that increased participation and productivity of staff.
- Designed and facilitated a special 2 day course on Continuous Improvement and Learning for management of the Regional Municipality of Durham.
- Trained several Regional Health Departments in planning and community development skills

Bill Staples is a Principal of ICA Associates Inc and one of the original staff of The Canadian Institute of Cultural Affairs, with experience in several nations. After graduating from the University of Toronto in 1974, Bill worked for several years with some of the world’s leading architects of the newly emerging discipline of facilitation. He has facilitated hundreds of public consultations, director’s retreats, strategic planning sessions, conferences and workshops across Canada and, in addition, has facilitated over 100 courses for professional facilitators, managers, and others. Because of the government’s increased interest in facilitative leadership, Bill has created courses for ministries and departments for several provinces and at the federal level.
Bill was the co-chair of the International Association of Facilitator’s Conference 2000 in Toronto which attracted 1,100 professional facilitators from around the world, including over 500 from the United States. Bill is the publisher of Group Facilitation: a Journal of the IAF.
